Grants the Indiana Gaming Commission continuing jurisdiction over riverboat economic development agreements and incentive payments, regardless of when the agreement was made, to ensure compliance with gaming law purposes and industry integrity

Requires recipients of incentive payments from gaming agreements to submit annual verified reports to the Gaming Commission detailing payments received and disbursements made, including legal names, dates, amounts, and purposes of each disbursement

Mandates that municipalities providing public money to municipal benefit entities (instrumentalities, economic development organizations, and certain nonprofits) contractually require independent audits by accounting firms and annual verified written certifications of accounts after June 30, 2010

Changes State Board of Accounts examination schedules from fixed annual/biennial requirements to a flexible schedule determined by the board, while maintaining at least biennial audits for schools, small towns, and other entities requiring federal audits

Requires municipal fiscal bodies to review public money used as compensation or expense reimbursement for governing board members or chief executive officers of municipal benefit entities
