• Requires the office of the secretary of family and social services to ensure public assistance services (Medicaid, SNAP, and TANF) are provided timely, safely, and in accordance with state and federal law.

• Mandates the division of family resources operate county offices during state business hours in accessible locations where individuals can apply in person for public assistance, and staff them with trained state employee caseworkers.

• Prohibits denying public assistance services solely because a medical review team has not rendered a decision, and establishes an office of quality control to set training and evaluation standards for caseworkers.

• Requires timely reimbursement to public assistance providers and mandates the division maintain computerized record-keeping systems that allow electronic transfer of applicant files between counties without delay.

• Requires the office of the secretary to project implementation costs and savings and report progress annually to the budget committee and legislative council by April 1 of each year through July 1, 2015.
