Mandates that notice of public hearings on rate changes mailed to outside users must inform them of their right to petition the IURC for rate review

Establishes a 120-day deadline for IURC to approve or disapprove petitions, with automatic approval if no decision is made within that timeframe

Limits IURC authority to reviewing only rates for users outside municipal boundaries, without returning the entire municipal utility to commission jurisdiction
