Redefines "bicycle" as a vehicle propelled solely by human-powered foot or hand crank with two or more wheels, operated by one or more individuals, excluding children's ride-on toys and skateboards

Creates new criminal penalties when a motorist causes injury to a bicyclist while knowingly, intentionally, or recklessly violating traffic laws: Class C misdemeanor for bodily injury, Class B misdemeanor for serious bodily injury

Requires motor vehicles to allow at least 3 feet of clearance when passing a bicycle and permits passing bicycles in no-passing zones when safe to do so

Allows bicyclists to treat a steady red light as a flashing red light if their bicycle cannot activate the traffic control sensor within a reasonable time

Removes requirement for bicycles to have a bell or audible signal device, while adding requirements for side reflectors and specifying that bicycles may not be ridden on interstate highways
