Establishes the office of minority health within the state department of health, effective July 1, 2010, with a four-year sunset date of July 1, 2014

Defines "minority" for purposes of the office as individuals identified as Black or African-American, Hispanic or Latino, Asian, American Indian, Alaska Native, or Native Hawaiian and other Pacific Islander

Authorizes the state health commissioner to appoint a director and necessary staff to the office, with the director reporting to at least an appointed assistant commissioner

Assigns the office of minority health responsibility to implement duties including staffing health initiatives, expanding community-based structures to address health disparities, monitoring minority health progress, funding programs and research, and providing technical assistance to local minority health coalitions

Amends health code definitions to reference the new office of minority health in provisions defining "director" and "office" terms
