Establishes that Indiana courts are not required to recognize defamation judgments from jurisdictions outside the United States unless the foreign law provided at least as much protection for freedom of speech and press as the U.S. Constitution and Indiana Constitution would provide

Applies to all foreign defamation judgments regardless of when they were rendered

Grants Indiana courts personal jurisdiction over any person who obtains a foreign defamation judgment against Indiana residents, persons subject to Indiana jurisdiction, persons with assets in Indiana, or persons who may need to take action in Indiana to comply with the judgment

Creates a new chapter (IC 34-15-6) in Indiana Code concerning civil procedure, effective July 1, 2010
