Requires all commercial and residential irrigation or sprinkler systems installed after July 1, 2010 to include an operational soil moisture sensor to prevent activation when soil moisture is sufficient

Creates a new water well pump installer license requirement for anyone installing or repairing water well pumps or pumping equipment, with a $100 license fee and mandatory competency examination

Mandates 6 hours of continuing education every two years (by December 31 of each even-numbered year) for both water well drillers and water well pump installers

Directs the Water Pollution Control Board to establish an annual inspection program for soil moisture sensors, utilizing inspectors employed by public water system utilities

Authorizes the Department of Natural Resources to contract with the Indiana Ground Water Association to administer the continuing education program and assist in preparing competency examinations
