Reduces the threshold for parole board review from 25 consecutive years of confinement to 21 years if an inmate has earned 4 years of credit time under educational and vocational programs.

Adds completion of reformative programs approved by the department of correction as an eligible program for earning up to 6 months of credit time.

Prohibits inmates serving sentences for offenses listed in IC 11-8-8-4.5 from earning credit time under the reformative program option.

Prohibits any credit time earnings for inmates who commit sex or violent offender registration offenses while already required to register under IC 11-8-8-7.
