Senate Bill 416 Summary

• Exempts firearms, firearm accessories, and ammunition manufactured commercially or privately in Indiana from basic materials and remaining within Indiana borders from federal regulation under interstate commerce authority.

• Applies to items manufactured after October 1, 2010, but excludes crew-served weapons, large-bore firearms (over 1.5 inches) using smokeless powder, multi-projectile weapons, and explosive ammunition.

• Requires "Made in Indiana" marking on a central metallic part such as the receiver or frame for firearms to qualify for the exemption.

• Declares that generic parts (springs, screws, nuts, pins) and basic materials (steel, wood) used in manufacturing do not subject the finished product to federal regulation.

• Effective July 1, 2010; bases authority on the Ninth and Tenth Amendments, Second Amendment, and Indiana's 1851 Constitution Article 1, Section 32.
