Urges the Legislative Council to assign four specific topics to the Commission on Mental Health for study during the 2010 interim period.

Directs the commission to examine issues surrounding youth suicides.

Requires continued monitoring of medical information flow on inmates between local government units and the Indiana Department of Correction.

Requires continued monitoring of changes to the Medicaid Rehabilitation Option (MRO) and service shifts resulting from funding changes.

Directs continued pursuit of implementing a single drug formulary for both Medicaid and the Department of Correction.
