Honors the life and service of Al Pickett, the first mayor of Carmel, Indiana, who passed away on August 3, 2009, at age 92.

Recognizes Pickett's leadership from 1976 to 1979, during which Carmel experienced a 20 percent population increase while he controlled costs and improved police, fire, and utility departments without raising taxes.

Acknowledges Pickett's establishment of written operating procedures for all city government departments to improve efficiency and lower costs.

Notes Pickett's receipt of the Range Line Pioneer Award, the highest honor from the city of Carmel for lifetime service and dedication to the community.

Directs the Secretary of the Senate to transmit a copy of the resolution to Pickett's family, the Carmel City Council, and the Carmel Mayor's Office.
