Cites COI's history of voter registration fraud including 12 member convictions in 1986, six volunteer guilty pleas in 2004 for filling out registration cards with deceased persons' information, and convictions in Colorado, Michigan, Minnesota, Missouri, Ohio, Pennsylvania, and Washington.

References over 2,000 erroneous voter registration forms completed by COI employees in Lake County, Indiana.

Directs the Secretary of the Senate to transmit a copy of the resolution to Community Organizations International and Indiana's congressional delegation.
