Proposes adding Section 38 to Article 1 of the Indiana Constitution to establish that individuals, employers, and health care providers cannot be compelled to participate in any health care system

Protects the right of individuals and employers to pay directly for lawful health care services without penalties or fines

Allows health care providers to accept direct payment for services without facing penalties or fines

Preserves the ability to purchase or sell private health insurance, subject to reasonable laws that do not substantially limit options

Includes exceptions stating the amendment would not affect worker's compensation, laws in effect before January 1, 2010, required health care services, or legally permitted health care services
