Proposes amendment to Article 5 of the Indiana Constitution to establish Senate oversight of executive branch appointments related to public utility regulation.

Allows a gubernatorial appointee to serve in a utility regulation office until the Indiana Senate rejects the appointment by majority vote, following procedures set by Senate rules.

Appointment authority ends upon Senate rejection, removal under other applicable law, or expiration of the appointee's term, whichever occurs first.

Requires approval by two consecutive general assemblies and ratification by majority of state voters to take effect.
