Renames the Indiana Commission on Mental Health to the Indiana Commission on Mental Illness and Addictions, expanding its scope to include addictions services.

Allows representatives of addictions services to be appointed as members of the commission alongside mental health providers and advocates.

Expands the commission's study and evaluation duties to include funding systems, service provision, and unmet needs related to both mental health and addictions services in Indiana.

Extends the commission's expiration date from June 30, 2011, to June 30, 2016.

Declares an emergency for immediate passage of provisions effective upon passage, with other provisions effective July 1, 2011.
