Creates new Article 51 in Indiana Code Title 35 to compile criminal statutes currently codified in other parts of the Indiana Code, effective July 1, 2011.

Establishes a reference guide organizing criminal offenses by subject matter across multiple Indiana Code titles (IC 2 through IC 36), including elections, lobbying, taxation, licensing, environmental protection, and professional regulation.

Does not serve as an exhaustive compilation and explicitly acknowledges that other criminal statutes may exist in IC 35 and elsewhere in the Indiana Code.

Catalogs hundreds of specific criminal statute citations across regulatory areas including gaming, alcohol, vehicle operation, health care, food safety, labor, insurance, and government ethics.

Provides no substantive changes to existing criminal law, only organizational codification of criminal provisions previously scattered throughout non-criminal code sections.
