Adds exemption from off-road vehicle and snowmobile registration requirements for vehicles owned or leased by the state, municipal corporations, or volunteer fire departments when used for official business (effective July 1, 2011)

Allows bill of sale OR certificate of title to satisfy registration documentation requirements for off-road vehicles purchased after December 31, 2003

Establishes that off-road vehicle and snowmobile registration fund revenues may be used to pay operational expenses of state-managed properties containing off-road vehicle or snowmobile trails

Maintains existing registration requirements: three-year registration cycle, $30 registration fee, pocket-sized certificate of registration, and two decals displaying registration number and expiration year
