Adds synthetic cannabinoids and salvia divinorum to controlled substance schedules and criminal drug dealing/possession statutes, effective July 1, 2011.

Defines "synthetic cannabinoid" to include 25 specific chemical compounds (JWH series, HU series, CP compounds, WIN 55212-2, RCS series, and methcathinone derivatives) and "salvia" to include all parts, seeds, and extracts of salvia divinorum.

Expands criminal penalties for dealing, manufacturing, and possessing marijuana, hash oil, and hashish to also apply to synthetic cannabinoids and salvia at the same felony/misdemeanor levels.

Updates professional licensure and discipline statutes for emergency medical technicians, school teachers, nurses, and other licensed professionals to include convictions involving synthetic cannabinoids and salvia in grounds for license denial, suspension, or revocation.

Modifies asset forfeiture statutes to allow seizure of vehicles and property used in connection with trafficking synthetic cannabinoids and salvia, consistent with existing marijuana and controlled substance forfeiture provisions.
