Requires electric and gas utilities to notify both residential customers and dwelling owners of delinquent accounts and the opportunity to enter into amortization agreements.

Utilities must send delinquency notices by United States mail to the customer at the dwelling address and to the owner at a written address provided by the owner.

Utilities must provide notice of potential service termination during heating season (November 1 through April 1) to both the occupant and owner, with at least 14 days advance notice before termination.

Owner notification requirements apply only if the owner has previously provided written notice to the utility of the address where notices should be sent.

Effective date is July 1, 2011.
