HB 1134 Summary

• Establishes new Chapter 2.5 under IC 15-16-2.5 to regulate manure application and staging from confined feeding operations in Indiana.

• Requires all manure from confined feeding operations to be land applied through incorporation (mixing with soil or subsurface placement).

• Manure staged at application sites for more than 72 hours must be covered or contained by a berm, applied within 90 days, and placed at least 100 feet from property lines and public roads and 400 feet from residential buildings.

• Solid manure cannot be staged within 300 feet of surface waters, drainage inlets, or water wells without a protective barrier or proper surface gradient, or on slopes exceeding 6% without runoff controls.

• Effective date is July 1, 2011.
