House Bill 1141 Summary

• Requires bicyclists under 18 years of age to wear protective headgear meeting United States Consumer Product Safety Commission standards (16 CFR part 1203) when operating or riding a bicycle.

• Establishes violation of the headgear requirement as a Class C infraction.

• Redefines "bicycle" to mean a vehicle propelled solely by human-powered foot or hand crank, designed for one or more individuals, with two or more wheels, excluding child's ride-on toys and skateboards.

• Removes previous requirements that bicycles be equipped with audible signal devices (bells) and prohibitions on sirens or whistles.

• Effective July 1, 2011.
