HB 1157 Summary

• Requires the governor to appoint one nonvoting member from each breed development advisory committee (quarter horses, standardbreds, and thoroughbreds) to the Indiana Horse Racing Commission, effective July 1, 2011.

• Establishes that permit holders must conduct 60 to 75 live racing days for thoroughbreds, with at least 32 of those days including quarter horse racing, effective January 1, 2012.

• Requires permit holders to schedule at least two thoroughbred races per day restricted to Indiana-owned, Indiana-sired, or Indiana-bred horses (or a combination thereof).

• Prohibits the Indiana Horse Racing Commission from using money in breed development funds to pay administrative and enforcement costs.

• Requires breed development awards to be paid within six weeks immediately following the race in which the award is earned.
