House Bill 1199 Summary

• Authorizes installation of automated traffic control systems (photographic, radar, laser, or mechanical devices) in construction/maintenance zones and school speed zones to record vehicle speed and capture images of vehicles, operators, and license plates.

• Allows the Indiana Department of Transportation and Indiana Finance Authority to enforce temporary speed limits in construction zones through automated systems, which may only operate when workers are present.

• Permits cities, towns, and counties to enforce school zone speed limits using automated systems, which may only operate when children are present at the school.

• Requires electronic traffic tickets to be issued by certified mail within 6 business days of alleged violations and establishes defenses including: vehicle owner was renting/leasing the vehicle at time of violation, or (for school zones) school was not in session.

• Effective July 1, 2011; requires public information campaigns and proper signage before systems are used.
