Prohibits Indiana state agencies from entering into contracts with or making grants to any entity that performs abortions or operates a facility where abortions are performed, using state or federal funds administered by the state

Cancels all existing state appropriations for contracts or grants to abortion-providing entities, making those funds unavailable for payment

Requires the budget agency to determine that funds are not available for any affected contracts or grants, resulting in termination of those agreements

Exempts hospitals and ambulatory surgical centers licensed under IC 16-21-2 from these restrictions

Takes effect immediately upon passage as an emergency measure
