House Bill 1214 Summary

• Allows the alcohol and tobacco commission to issue three-way, two-way, or one-way permits for on-premises alcoholic beverage sales to restaurant proprietors (owners or lessees) located on land or in historic lake vessels within municipal lakefront development projects funded in part with state and city money.

• Permits issued under this provision cannot be transferred to another location.

• Requires applicants to demonstrate that the municipal lakefront development project area meets specific criteria, including: bordering a lake on at least one side, being located within 1,500 feet or three city blocks from the lake, and being in a designated economic development or redevelopment area funded partly by state and city money.

• Requires permit applicants to submit detailed documentation at the time of application, including a map showing project boundaries and permit location, a copy of the local ordinance establishing the project, and information about state and city fund expenditures.

• Effective date: July 1, 2011.
