HB 1225 Summary

• Requires public libraries with governing bodies that are not comprised of a majority of elected officials to have their proposed budgets and property tax levies approved by the appropriate county or municipal fiscal body in all cases.

• Previously, such public libraries only needed fiscal body approval if their budget increased by more than the assessed value growth quotient; this bill removes that threshold requirement.

• Public libraries must submit proposed budgets and tax levies at least 30 days before the fiscal body's required budget approval hearings.

• The appropriate fiscal body (city, town, or county) may review, reduce, or modify the proposed budget and levy but cannot increase it.

• Effective July 1, 2011.
