• Mandates that competitive bidding procedures remain open to all current providers and prohibits bid specifications from favoring out-of-state companies.

• Requires the office to apply for a Medicaid state plan amendment or demonstration waiver by September 1, 2011 to limit Medicaid services to legal residents of the United States.

• Repeals existing Medicaid provisions that specify refugees and lawful permanent residents are eligible for Medicaid benefits.

• Effective July 1, 2011.
