Requires all official documents and communications issued by, on behalf of, or representing the state of Indiana to be issued in English language only, effective July 1, 2011

Defines "official document or communication" as written documents that bind or commit the state, are required by law, or present the official views or positions of the state

Permits use of languages other than English when required by federal or state constitutions, law enforcement or public health needs, court proceedings, tourism promotion, language education, or library foreign language services

Does not apply to political subdivisions, only to Indiana state government agencies and instrumentalities

Preserves rights under the First Amendment to the U.S. Constitution and Article 1, Section 9 of the Indiana Constitution
