County chairmen of major political parties must submit names and addresses of precinct committeemen and vice committeemen for each precinct to the county election board by July 1 each year, with updates required within 7 days of any changes

Submitted information is open for public inspection and copying under public records law, but cannot be sold or used for commercial purposes

County chairmen who fail to submit required information face civil penalties of $50 per day, up to a maximum of $500, plus investigative costs for each late submission

County election boards may waive or reduce penalties by unanimous vote if imposition would be unjust under the circumstances

Civil penalties collected are deposited in the county's campaign finance enforcement account to fund administration of election reporting requirements
