• Requires all state educational institutions to establish a combat to college program creating a positive educational environment for veteran students pursuing academic and vocational degrees.

• Mandates each institution provide centralized admissions and financial services for veterans, reasonable accommodations at fitness facilities, academic counseling, mental health resources for disabled veterans and those with PTSD, and job search assistance during enrollment and for two years after graduation.

• Requires each institution to designate a program coordinator responsible for developing veteran support programs, training staff on veteran issues, coordinating with state and federal veterans' agencies, and facilitating employment and internship opportunities.

• Establishes a hiring preference policy for veteran students who are at least half-time enrolled and have honorable discharge or current service, with exemptions allowed for teaching and specialized positions.

• Mandates institutions grant postsecondary credit toward associate degrees, baccalaureate degrees, or career and technical certifications for military training when the American Council of Education recommends such credit.
