Requires the board for the coordination of programs serving vulnerable individuals to develop three separate five-year plans: one for a statewide coordinated service system to improve children's services, one for in-home and out-of-home placement of youth in child welfare and juvenile justice systems, and one to establish flexible funding mechanisms for youth services across multiple agencies

Mandates preliminary reports to the governor and legislative council by September 1, 2011, with final plans due by June 1, 2012

The statewide coordinated services plan must address increasing high school graduation rates, reducing child abuse and neglect, reducing service gaps between systems, improving culturally competent care, and increasing employment opportunities for youth

The placement plan must address continuity of care, educational opportunities, transition issues between systems, and include reinvestment strategies from juvenile corrections to community-based care

Requires a report by January 15, 2013 evaluating implementation and measurable outcomes related to changes in disproportionality and disparities for youth of color
