• Requires public works specifications to encourage competitive bidding and prohibit unique or proprietary materials, with at least three potential bidders able to meet specifications.

• Establishes that noncollusion affidavits must be sworn under penalties for perjury and include affirmation that bidders did not violate specification requirements.

• Creates Class D felony offenses for contract officers or bidders who solicit, accept, or agree to accept property in exchange for favorable treatment in purchasing materials, awarding contracts, or suppressing competition.

• Requires prebid meetings to be advertised with the same notice and timeframe as bid deadlines if attendance is made mandatory for bid acceptance.
