Requires all Indiana state educational institutions to accept dual credit courses that high school students successfully complete, provided those courses are included in the core transfer library

Mandates that when students enroll in dual credit courses through state educational institutions, the contract must ensure the courses are included in the core transfer library for transferability

Changes credit transfer from permissive ("may grant") to mandatory ("shall grant") for courses in the core transfer library that students successfully complete under the dual credit program
