Establishes vote centers as an option for all Indiana counties, allowing voters to cast ballots at any vote center in their county regardless of their home precinct

Requires county election boards to hold public hearings, accept written comments, and adopt a plan by unanimous vote before designating a county as a vote center county

Mandates counties with 25,000+ active voters provide at least one vote center per 10,000 active voters, plus additional centers for any remaining fraction

Sets technical requirements for electronic poll lists, including bipartisan coordination to record votes, prohibition on connection to voting systems, and real-time data sharing between all vote centers

Automatically redesignates counties previously designated as vote center pilot counties under expired law as vote center counties, effective retroactively to December 31, 2010
