• Defines "synthetic cannabinoid" to mean substances containing specified chemical compounds (JWH-015, JWH-018, JWH-019, JWH-073, JWH-081, JWH-122, JWH-200, JWH-250, JWH-251, JWH-398, HU-210, HU-211, HU-308, HU-331, CP 55,940, CP 47,497 and homologues, WIN 55212-2).

• Makes possession, dealing in, manufacturing, or delivering synthetic cannabinoids or salvia divinorum subject to the same criminal penalties as marijuana, hash oil, and hashish.

• Applies penalties across multiple statutes including drug dealing offenses, professional license discipline, school employee convictions, occupational licensing, asset forfeiture, and paraphernalia offenses.

• Makes conforming amendments to statutes governing emergency medical services providers, school employee licensing, occupational licensing boards, and criminal procedure related to drug crimes.

• Effective date is July 1, 2011.
