Moves municipal elections from odd-numbered years to even-numbered years, effective July 1, 2011.

Establishes a transition where 2011 serves as a municipal election year held in even-numbered years going forward, with successors elected at 2014 general election and subsequent nonpresidential election years.

Specifies that city and town court judges are elected in presidential election years (2016 and thereafter) while other municipal offices are elected in nonpresidential election years (2014 and thereafter).

Creates new IC 3-10-7.5 governing elections for municipal offices after 2011, including nomination procedures and term lengths.

Repeals IC 33-35-1-2 and IC 36-4-2-8; makes numerous conforming changes removing references to "municipal election" from existing statutes.
