HB 1322 Summary

• Indiana advisory commission on intergovernmental relations must study the general condition of welfare programs for children in Indiana over the previous five calendar years.

• Study must examine child abuse and neglect reports, child welfare expenditures, placements in treatment facilities (both in-state and out-of-state), and organizational changes within the Department of Child Services.

• Study must analyze staffing levels, pay scales, benefits, and educational requirements for Department of Child Services employees, including costs of litigation and lawsuit settlements.

• Study must track statistics on children detained, committed, or removed from homes by the department, including duration and costs, as well as child mortality data and ombudsman office operations.

• Commission shall submit report to legislative council by January 1, 2012, with the requirement effective July 1, 2011, and expiring July 1, 2012.
