Requires the Indiana Child Custody and Support Advisory Committee to study and recommend whether the Department of Child Services should develop an intensive family preservation program to keep children with parents and provide family resources

Directs the committee to examine requirements for clear guidelines on child removal from homes and implementation of differential response methods for handling child abuse and neglect reports

Requires study of Indiana foster care law compliance with the federal Fostering Connections to Success and Increasing Adoptions Act of 2008 (P.L. 110-351)

Directs examination of federal waivers to allow payments to relatives caring for children who would otherwise be in foster care, and to establish specialized youth permanency units for finding permanent homes for older children

Committee must submit recommendations to the legislative council by November 1, 2011, with the study provision expiring July 1, 2012
