Counties may negotiate lower reimbursement rates through written agreements with health care providers

Sheriffs cannot release detainees solely to avoid county financial responsibility for their health care costs

Provisions apply to various forms of lawful detention including arrest, custody following surrender, detention in penal facilities, and detention for extradition or deportation, but exclude probation, parole, or release on bail
