Requires that at least one member of the Indianapolis Airport Authority board be a resident of a township with population between 133,000-150,000 (Wayne Township), as a separate requirement from existing residency provisions

Requires at least one board member be a resident of a township with population under 25,000 (Decatur Township), maintaining this as a distinct appointment criterion

Applies specifically to the airport authority board for counties with a consolidated city (Marion County/Indianapolis)

Current board members appointed under prior residency rules would serve out their remaining terms under the new corresponding provisions

Effective date of July 1, 2011, with transitional provisions expiring July 1, 2012
