HB 1354 Summary

• INDOT must adopt guidelines by July 1, 2012 requiring "complete streets" design that enables safe access for all users including pedestrians, cyclists, and other non-motorized users.

• INDOT must include complete streets requirements in all contracts entered after December 31, 2011 for state highway and roadway planning, design, construction, or reconstruction projects.

• INDOT may exclude projects from complete streets requirements if pedestrian use is prohibited by law, costs are excessively disproportionate to benefits, or there is no demonstrated need for complete streets.

• INDOT must incorporate complete streets guidelines into its approved design manual by July 1, 2012, considering user ages and abilities, transportation modes, and safety/accessibility/livability factors.

• INDOT must report to the General Assembly by November 1, 2012 on implementation progress, and annually thereafter through 2017 on the number, type, and status of complete streets projects.
