• Establishes eligibility requirements for policy board membership, requiring members to have professional experience in engineering, transportation planning, economic development, public financial management, or transportation project management.

• Requires metropolitan planning organizations to elect a policy board of no more than 18 members that represents at least 75% of the affected population and serves as the decision-making body.

• Mandates policy boards to develop annual completion reports, participation plans, listings of obligated projects by January 15 annually, and biennially review written operating agreements.

• Creates a five-member policy board review panel to review annual reports and recommend penalties up to 100% withholding of state funds for noncompliance with chapter requirements.

• Repeals provisions in the northwest Indiana regional planning commission code governing appointment of members, qualifications, officer elections, meetings, voting, executive board elections, director appointments, and advisory committees.
