• Allows the Alcohol and Tobacco Commission to issue beer dealer permits to grocery store proprietors without quota restrictions if they meet five specific criteria.

• Qualifying proprietors must own at least 10 grocery stores, employ at least 100 employees, have annual gross revenue of at least $50,000,000, maintain Indiana headquarters for at least 10 years, and meet other standard beer dealer permit requirements.

• Commission may issue one beer dealer permit for each qualifying proprietor's individual grocery store location.

• Permits issued under this exemption cannot be transferred to another location.
