Establishes a new definition of "administrator" for Indiana Code Title 20 (except for specific chapters) to include superintendents, assistant superintendents, principals, and assistant principals

Allows school corporations that employ licensed curriculum supervisors, directors, executives, or officers to hire superintendents without state licensing who have at least 10 years' education experience in public or private sectors

Creates a pay-to-performance program for school administrators (superintendents, assistant superintendents, principals, vice principals, and chief financial officers) based on goals in student growth, graduation rates, fiscal performance, and professional development

Requires administrator contracts beginning in the 2012-2013 school year to include performance bonuses of up to 5% based on meeting established improvement goals, with exemptions for existing collective bargaining agreements

Requests legislative council study of superintendent compensation, severance payments, and whether a statewide salary schedule based on school corporation enrollment would be beneficial
