HB 1381 Summary

• Establishes the Helpers Enhance Learning Potential Program to provide academic help for public school students in grades 1 through 3, administered by the Department of Education.

• Authorizes the department to issue grants to school corporations of up to $2 per student in grades 1, 2, and 3 for schools implementing an approved program.

• Requires the department to develop application forms, program criteria, and guidelines for implementation of the program.

• Directs the department to publish on its website the names of grant-awarded schools, their completed applications, and model programs for schools to follow.

• Makes an open-ended appropriation from the state general fund to the department to implement the program, effective July 1, 2011.
