Requires local governmental units to file annual reports with the state board of accounts by March 1 of each fiscal year, and mandates townships that fail to adopt or file township assistance standards for two consecutive years have their appropriations and tax levies frozen at prior year levels

Caps township board member total compensation and benefits at $5,000 per year beginning January 1, 2015

Prohibits individuals earning $10,000 or more annually from being employed by a political subdivision in a position with a direct supervisory or subordinate relationship with an immediate family member who is also an officer or employee, effective January 1, 2015

Requires township trustees to maintain telephone answering services and respond to assistance inquiries within 24 hours (excluding weekends and holidays), and mandates township offices list their address and phone number in at least one local telephone directory

Limits township trustee rental payments for home office space to rates not exceeding comparable commercial office space rates, and requires exclusive use of the space for official township business
