Abolishes township offices (trustee, board, assessor) on January 1, 2013, in townships entirely within municipalities of 10,000+ population or consolidated cities, transferring all powers, duties, assets, and property to the municipal executive and legislative body

Requires townships with populations under 1,500 to merge with another township by January 1, 2014, or automatically merge with the largest contiguous township in the county

Caps township board member compensation at $5,000 per year beginning January 1, 2015, and prohibits employment of immediate family members in direct supervisory relationships within political subdivisions starting January 1, 2015

Transfers small claims court administration in Marion County consolidated city from township trustees to the county after December 31, 2012, with salaries established by city-county council ordinance and paid by the county

Requires townships to adopt and file township assistance standards annually, with failure to comply for two consecutive years resulting in denial of budget approval and suspension of salaries for the trustee or board members responsible
