Adds partial hospitalization and outpatient mental health services to the list of covered services under Indiana Medicaid, effective July 1, 2011

Defines covered outpatient mental health services to include individual, group, and family outpatient psychotherapy

Requires Medicaid reimbursement to licensed clinical addiction counselors for mental health services at rates consistent with similarly educated and trained professionals providing the same services

Adds the definition of "licensed clinical addiction counselor" to the Indiana Code, referencing those licensed under IC 25-23.6-10.5
