Prohibits application of phosphorus-containing fertilizer to turf grass from December 1 through March 1, with exceptions for fertilizer containing less than 0.67% phosphorus by weight or fertilizer used for agricultural purposes including pasture land and sod production

Allows phosphorus fertilizer application to turf grass only when establishing a new lawn or treating phosphorus-deficient areas confirmed by a soil test within the previous 36 months

Requires fertilizer to be applied at least 10 feet from bodies of fresh water on flat ground, or at least 20 feet away if ground slopes toward the water, and prohibits intentional application to impervious surfaces

Mandates that fertilizer distributors and licensed commercial lawn care applicators prepare and provide written consumer educational materials explaining phosphorus restrictions and lawn care best practices

Effective date of July 1, 2011, with educational materials required to be available at retail locations where fertilizer is sold
