Ends the residential equivalent unit billing method for campgrounds after December 31, 2011, requiring flat rate billing instead (previously each campsite counted as 1/3 of one residential equivalent unit)

Bars campground owners from filing disputes with the Indiana Utility Regulatory Commission concerning metered or residential equivalent sewage billing after December 31, 2012

Sets an expiration date of July 1, 2014 for the dispute resolution provisions related to campground sewage billing

Applies to campgrounds connected to or served by sewage works of regional districts, with an effective date of July 1, 2011
